SLOTTING PROCEDURES
FOR
L'ANSE CREUSE PUBLIC SCHOOLS
The following document is an explanation of
the recall and assignment provisions of the Masters[sic] Agreement between the L'Anse
Creuse Board of Education and MEA-NEA Local 1. To enforce maximum reemployment
for the upcoming school year, assigned teachers may be displaced and the
district master schedule altered by the Superintendent or his designee fifteen
(15) calendar days prior to the end of the current school year.
PREPARATION FOR SLOTTING
1. If a readjustment in staff is necessitated due to a decline in student enrollment during the school year, the teacher to be involuntarily transferred shall be transferred to a full-time open position, if at all possible.
2. A teacher involuntarily transferred per Item #1 above will be assigned to his/her original building for purposes of slotting for the upcoming school year unless he/she volunteers to remain in his/her present position.
3. Seven days prior to slotting, all teachers will have the opportunity to complete a copy of the ASSIGNMENT PREFERENCE FORM. This form is to be returned to the Assistant Superintendent for Personnel and Operations. If it becomes necessary for a teacher to be reassigned during the slotting process, this form will be utilized.
4. By May
1, teachers to be laid off will be notified
a)
Displaced and laid off teachers[sic] names shall not appear
on the master schedule.
5. By April 15, the master schedule will be explained to the Association and must contain teacher names, certification codes, exact course names, departmental areas, and total class load. Shared-time teachers cannot have a schedule that has a[sic] overlapping of teaching periods. For the purposes of slotting, the seniority of the most senior shared-time teachers shall be controlling. The combined certification of shared-time teachers shall be used for purposes of slotting. The master schedule must include the complete schedule for all elementary Special Service teachers. It is understood that some positions will not have a teacher's name listed because of layoff. Any position that does not have a teacher's name listed for it should be able to be filled be any teacher with a general area certification (e.g., five (5) regular English classes, five (5) regular science classes; not combination thereof). Special areas, i.e. Art, Life Skills, Industrial Arts, Music, Physical Education and Languages shall be scheduled into
full-time positions, if at all possible. The Association will receive copies of the master schedule.
6. Due to declining enrollment, teachers may have to be displaced from buildings. Those teachers with the least district seniority shall be displaced from buildings first. If more than one teacher has the same priority date the tiebreaker number will be used. The teacher with the highest number will be displaced first. In no case will a more senior teacher be displaced from a building if the master schedule can be written to allow that teacher to remain in that building.
7. The Assistant Superintendent for Personnel and Operations will compile the Master List of all displaced teachers, laid-off teachers, and teachers returning from leave. Said list shall be by seniority and certification. Procedures to handle ties in seniority and certification will be dealt with during the actual slotting process.
ACTUAL SLOTTING PROCEDURE
1. All unassigned positions including special service and special education positions shall be listed by building, subject, and grade.
2. If at all possible during the slotting process, displaced teachers, on a district seniority basis, will be given an assignment at their previous level and/or building. Courses of Art, Life Skills, Industrial Arts, Music, Physical Education and Language shall be filled by teachers with those particular certification endorsements, if at all possible.
3. The most senior teacher(s) on the list as described in Item #5 of PREPARATION FOR SLOTTING shall be assigned to an unassigned position by certification. If a teachers[sic]is certified for more than one position, then said teacher shall be assigned according to his/her ASSIGNMENT PREFERENCE FORM. If the assignment cannot be made according to the preference form, the teacher will then be assigned as follows:
A. Based upon certification, if multiple open positions are available for the most senior teacher on the Master List, the following order for assigning that teacher will be used:
1) Same Certification/Same Building
2) Same Certification/Same Level
3) Same Certification/Different Level
4) Different Certification/Same
Building
5) Different Certification/Same Level
6) Different Certification/Different
Level
*B. Based upon certification, if no open position is available for the most senior teacher on the Master List of Unassigned Teachers, the following order for assigning that teacher will be used:

1) The most senior teacher on the Master List must displace the least senior teacher from a position that the teacher is certified to teach and the least senior teacher must be able to teach in one of the remaining open positions.
2) The most senior teacher on the Master List must displace the least senior teacher from a position that the teacher is certified to teach and the least senior teacher is placed on the Master List by seniority.
3) Multiple displacements to get a position for that most senior teacher.
4) Least senior teachers receive 7th - 8th grade all subjects positions.
* NOTE: No teacher with twenty-five (25) or more years of seniority shall be reassigned. No teacher with more than twenty (20) years of seniority and less than twenty-five (25) years of seniority shall be reassigned unless it means that a teacher on the Master List would otherwise not have a teaching position.
4. In the event that two or more teachers on the list are tied in seniority and certification, their "tie-breaking numbers" will be used. All individuals whose names appear on the MEA-NEA Local 1, L'Anse Creuse seniority list shall draw or have drawn for them a "tie-breaking number" between "1" and "2000". The number drawn becomes their permanent tie-breaking number. Employees hired subsequent to such drawing or administrators returning to the bargaining unit will be assigned the next number according to the date and time of their hire. The lower the number is, the greater the seniority. Specific details of the drawing will be agreed upon by a committee of representatives of the Board of Education and MEA-NEA Local 1.
5. During the slotting process, voluntary transfers can be approved at any time by the Assistant Superintendent for Personnel and Operations.
6. If during the slotting process a position becomes open which had previously been the assignment of a displaced teacher, that displaced teacher will have the option to return to his/her assignment immediately based upon choice #1 of his/her Preference Form.
7. For purposes of slotting for the next school year, evidence of changes in certification must be provided the Assistant Superintendent for Personnel and Operations no later than two (2) days prior to the initial spring slotting meeting. Evidence of certification changes shall include:
a) Certificate from State Department of Education; or

b) Official transcript from the university or institution where classes were taken; or
c) Letter with the official seal from the university or institution where classes were taken.
Certification changes after the initial spring slotting meeting shall not be considered for purposes of slotting until the next official slotting meeting.
8. It is understood for the purposes of slotting that "JX" Certification (music) shall include the following:
Vocal Music - "JX" Certification
Instrumental Music - "JX" Certification plus twenty (20) semester hours in the following subject areas--string or wind and/or percussion of one (1) year's experience teaching band in the last five (5) years.
9. It is understood for the purpose of slotting that middle school teachers in grade seven and eight who do not possess a ZD (middle school) endorsement, or who have not taught in as assigned area during the past five (5) years, or who do not have six (6) hours in the subject area to be taught, shall be required to earn six (6) semester hours of training within two (2) school years in the subject area assigned. These requirements can be fulfilled by graduate, undergraduate, or L'Anse Creuse credit courses. Middle school teachers who do not meet the above requirements cannot subsequently be slotted into that particular subject area. The above courses shall be approved by the Superintendent or designee. The cost of L'Anse Creuse credit courses shall be paid by the Board. The cost of graduate and undergraduate courses shall be paid by L.S.D.T. If L.S.D.T. funds are unavailable, the cost shall be equally shared by the Board and the teacher.
Middle School teachers, who have taught in the assigned subject area during the last five (5) years but do not hold six (6) semester hours in the assigned area, are encouraged to take up to six (6) semester hours of training in the subject area. Cost for tuition for the above courses, upon approval of the Superintendent or designee, shall be shared equally by both parties.
SLOTTING MEETING PROCEDURES
A representative of the Board of Education will conduct the slotting process with advisory input from representatives of the Association.
